CEP (Career development advice), which was introduced in France in 2014 in line with the recommendations of the Council of the European Union Resolution of 21 November 2008 on Lifelong Guidance, is designed to guarantee personalised support for all working people, whether currently in work or not, in implementing their career development plans. Its success depends on the development of interaction between providers in what are often compartmentalised areas of activity. A Cereq study examined the different practices of local stakeholders in several areas.

Since the Treaty of Rome was signed in 1957, it has been generally agreed that harmonising the systems of certification used in the European member countries is liable to facilitate employees’ personal mobility. Various approaches have therefore been launched on these lines and re-activated by the Lisbon summit and the Bruges-Copenhagen process. The French system of vocational training was long regarded as an exception in this context. However, a closer look at how this system has evolved shows that it is in fact quite exemplary, since France has applied lifelong learning objectives and set up tools in line with European recommendations: development of a national qualifications framework, outcome-based definition of qualifications, application of the concept of competence and validation of previously acquired experience.

The majority of executives know what possibilities are available in terms of training and take part in career interviews, whatever their company’s training policy. Other employees have clearly more to gain from information provided, from the systematic implementation of professional interviews provided for by the 2004 training reform and from guarantees provided by collective supports. The deliberative area opened up by these instruments appears to reduce inequalities with regard to access to continuing training.

The qualification levels reached by young people entering the French labour market have increased from one generation to the next. At the same time, occupations are requiring more skills. These two trends are not occurring at the same rate, however, since the former is happening faster than the latter. Occupations are therefore being taken up by people with increasingly high qualifications. This change in qualification standards is mainly due to demographic factors, but it also reflects a complete change in social representations about qualifications and skills. This change has also affected the transition to work and the career prospects of the younger generations.

Driven by both technological developments and the boom in e-commerce, the logistics sector is currently undergoing far-reaching changes in its production processes. These dynamics could well lead to radical changes in working and employment conditions in a sector in which the demand for manual labour is very high. This edition addresses the various challenges - including digitalisation, the sector's attractiveness to workers and skill and career management - that French warehouses and logistics platforms are currently having to face.

The effects of the health crisis have forced businesses in many sectors to deal with a sharp decline in activity, which in some cases is likely to last a long time. A series of measures already exist to support employees obliged to find alternative employment. However, the current socio-economic crisis undoubtedly calls for more ambitious management of career transitions, particularly for the least skilled workers. Drawing on a synthesis of its recent studies on the subject, Cereq has identified levers to be pulled in order to promote more forward-looking and collective management of occupational mobility.

People must master reading, writing and arithmetic (the three ‘Rs’, as they are known) before they can join the working world and make careers for themselves. Although the main players at firms are perfectly aware of this need, very few attempts have been made so far to give people an opportunity of re-learning these basic skills, probably because of the many problems involved. How can one ensure that trainees will emerge unscathed from what is liable to be a highly destabilising experience, where their very identity is put to the question? What can be done so that their fears and their feelings of guilt and shame are overcome by their desire to learn? The results of a pilot study carried out on these lines have made it possible to shed useful light on these questions from the point of view of both the firms and the people involved, since they show that these efforts will not be made in vain.

The emergence of the marine renewable energy (MRE) industry has not, strictly speaking, led to the creation of new professions or occupations. However, it is likely to change those for which firms find it difficult to recruit by redistributing their knowledge and skill base and restructuring the training offer. It is also likely to lead to the emergence of new dynamics of occupational development, made essential by work in a marine environment, as the occupation of wind turbine service technician clearly demonstrates.

From secondary-level vocational qualifications (CAP) to the elite engineering schools, the construction and civil engineering (CCE) sector offers a range of different training pathways for young people wishing to qualify in one of the sector's occupations. While it attracts large number of apprentices, it does not manage to retain enough of them throughout the apprenticeship period or to settle them in stable employment. Will the evolution of CCE occupations linked to the environmental and digital transitions be an opportunity to make the sector attractive again to young people? A study conducted by Cereq among professionals in the sector provides some preliminary answers.

Applicants undertaking [Validation of Experiential Learning] VAE procedures are not all on an equal footing. Seventy per cent of those applying for level 5 qualifications (ISCED level 2) are employed in the field of healthcare and social work. The associations in this sector provide a particularly favourable context for making VAE applications, thanks to the active policies they adopt. They provide their employees with support and cover the cost of accompanying and even training them. Completing the procedure successfully depends on a complex set of factors. The main challenges ahead are reducing the drop-out rates and simplifying the whole procedure.
